Forest Reproductive Material (Great Britain) Regulations 2002 (adapted from FC website)

These regulate the marketing of seeds, cones, cuttings and planting stock of trees used in forestry (defined as “woodland planting of any description for any forestry purpose including, timber production, forests and woodlands for tourist, recreational, sporting, educational or amenity purposes and the conservation and enhancement of the forest and woodland environment")

The Regulations cover 46 tree species plus the genus Populus - known as “Controlled Species”. By ensuring that planting stock is traceable, from collection of seeds or cuttings through propagation to selling to the end-user, the Regulations ensure that the buyer knows where the material comes from.

Seeds and cuttings of Controlled Species should come from Registered Sources (registered trees, stands, seed orchards, etc) unless specifically otherwise allowed.

The Forestry Commission is responsible for implementing the Regulations, which came into force on 1st January 2003.
